It's Tamer. Perfectly normal. That guy can't shoot straigh when he's not conced, but can hit just about anything while he is.

You know...now that you mention it, I did have more trouble getting past when he was conced. Does he drink a lot? Because if the room is spinning, and he gets conced, maybe it nullifies the effect? I should try that, I can't conc-aim my way out of a paper bag.
